The Philippine Alliance for Safety and Security Management Inc. (PASSM Inc.) was born from a vision conceived in 2018, when leaders from the safety and security industries united to tackle long-standing challenges in systems and practices across the Philippines. After a series of workshops and planning sessions, PASSM Inc. was officially incorporated on October 31, 2019. The organization’s elected officers and Board of Trustees took their oaths on September 10, 2019, at the Hall of Flags, National Headquarters of the Philippine National Police, presided over by then-Chief PNP, Police Director
General Oscar
David Albayalde.
PASSM Inc. represents the amalgamation of distinguished practitioners from both safety and security industries. By merging these two crucial domains of protection, prevention, and response, PASSM Inc. acknowledges the inherent interconnectedness and synergy between safety and security.

I am deeply honored to serve as the President of PASSM Inc., succeeding the esteemed Capt Valentine Hizon (Ret). Since its inception in 2018 by Mr Eros Zuniga as Chairman of the Board of Trustees, PASSM Inc. has been at the forefront of promoting the professionalization of the safety and security industries across the Philippines. Officially launched on October 31, 2019, PASSM Inc. has become a vital part of the national effort to contribute to public safety.
PASSM Inc. is an organization that aims to become a center of excellence in safety and security management and serve as a credible and reliable source of quality solutions to various safety and security issues and challenges.

PASSM Inc.’s primary objective is to facilitate among its members the achievement of the highest standards of competence and professionalism in the safety and security industries in a continuously evolving domestic and global environment.
It also aims to promote and protect the interests of its members primarily by providing advisory and technical assistance to its members who may have issues with industry regulators and work towards improving the regulation of the safety and security industries.
Since 2019, PASSM Inc. has continuously conducted safety and security fora to promote professionalism and improve better practices among its members. It has also engaged with industry leaders, regulators, and legislators to advance its vision.
In 2025, PASSM Inc. will continue to build upon these efforts by implementing other programs to advance the currency of its members to global standards.
